They were legally required to carry enough lifeboats to carry 1060 people.

The boat was designed to be able to carry 32 lifeboats, but did not as it would have made the top deck too cluttered.

So all in all the Titanic carried the correct amount of lifeboats.

To save every person on the ship there would have had to be, 40 lifeboats.
