After both World Wars, Paris Peace conferences were held to create treaties, ending the war. The treaties created new borders and made financial arrangements to repay the cost of the war to the victors. After WWI, Russia and Germany were not invited. The terms placed on Germany after WWI have been considered by some as leading to the second world war.
I assume you are referring to the treaties at the end of World War 1, namely the Treaty of Versailles. Technically, that is debatable, but most historians agree that the terms of the Treaty of Versailles made a second world war much more probable than it would have been otherwise. Basically, yes, they did make it inevitable.

There have been lots of difference Peace Conferences in the history of the world. You have not said which specific Peace Conference you are referring to. Generally, a Peace Conference happens at the end of a war or other dispute, and it agrees how the war will end and settles disagreements between the parties.
