The Paramount logo has evolved over time, but when it originated, it had 24 stars. The 24 stars originally were used in order to represent the 24 actors that were contracted to work with Paramount at the time.
Originally, there were 24 stars representing the 24 original actors contracted by the motion picture company. Somewhere in the mid 1900s, they changed it to 22 to fit in "A Gulf+Western Company". Why they just didn't leave the stars there is unknown to me, but they took them out, nonetheless.
Currently, 22, but it started with 24 because when the company got started they had 24 stars with signed contracts.

The Paramount Logo has been used since 1968. This logo has had a few minor variations over the years with the latest adaption being used since late 2011.
It is a wave, not a hand. Quiksilver is the answer, it is a surf company.
