Depending on how much ad time has been purchased. For local commercials, a channel could choose to air one commercial all day but if the retailer only paid for 3 spots, then they'll only air it three times.

If someone could afford it, a business could theoretically purchase all the ad time for a given time period and have their commercial be the only one that airs. Although, that doesn't include prime time.
