Prussia was an important part of the coalition which defeated Napoleon and occupied Paris in 1814. Prussia provided half the troops which won the Waterloo campaign in 1815, finally defeating Napoleon and once again occupting Paris. Prussia once more beat France in 1870, thus completing the unification of Germany; the German Empire was proclaimed from the Palace of Versailles. Finally, another German Empire under Hitler defeated France in 1940. That seems to make 4 times, though both Prussia and Germany had allies to help them each time.

The main dispute of the Franco-Prussian war was about the ownership of the province of Alsace-Lorraine, located in between France and Prussia and claimed by both. Since it had both a French and a German population, each side felt that they had to act in order to protect their own citizens. France won the war and retained control of Alsace-Lorraine, however, Prussia (later incorporated into Germany) tried again to seize that province two more times, in both world wars, failing both times. Now that France and Germany are both part of the European Union, they would no longer feel any need to fight over such matters.
Playing as France can be a bit of a challenge at times, but I'm playing as them and I have conquered most of Europe, the Americas and parts of India. France is disliked by many nations, though, so if you want a strong alliance system or good trades, I would not suggest France, Britain or Prussia (who gets into wars with Austria, Sweden and France a lot). I would not suggest the Maratha Confederacy either because they have an extremely limited asortment of military units. If you're looking to dominate the world, I would suggest Britain, France, Prussia, or Spain. Russia is good for starters because it is surrounded by minor nations and your ally Poland-Lithuania, who can protect you from an invasion from almost any country (except Sweden). The Prussian chancellor Bismarck put forward a German candidate for the vacant Spanish throne and it provoked Napoleon III to declare war (1870-71). The disagreement between France and Prussia was a conflict that began when Bismarck tried to unify Prussia but the confederation of states specially the province of Alsace-Lorraine (which has a mixed French-German population) was claimed both by Prussia and France. This dispute, was won by the German Empire (formally called Prussia) in 1871, then became a primary motivating force behind both of the world wars. Ownership of the disputed province changed hands three times, between 1914-45. However, since France and Germany joined the European Community (now called the European Union) more than half a century ago, ethnic tensions in Alsace-Lorraine have not been allowed to spill over into a war.
