This would be Canada East, and not include Rupert's Land or Newfoundland or Labrador which is most of Northern Quebec province. The reason is very simple. Canada, the Confederation, bought Rupert's Land and was given to Quebec to administer, not take out of the Confederation. Quebec has also taken more money from Confederation than they have put in and part of that money was to help administer Rupert's Land.
