It depends on the circumstances. My four, nearly five, year old understood the concept, but this was where a parent was involved. Yet my seven year old nephew did not understand and to this day still doesn't. It also depends on whether the child understands the concept of death or not as I believe this is the problem my nephew faced. I also know that at three years a child will definitely not understand as the chances are they still don't understand death as meaning someone is gone.
