In North Carolina, the Motion Picture Association of America (MPAA) rated "The Hangover Part II" as R, meaning it is restricted to viewers under 17 unless accompanied by an adult. Therefore, you must be at least 17 years old to see the movie alone in theaters. If you're younger than 17, you need a parent or guardian with you to watch the film.
only at some movie theaters
The rated version you can see in theaters because the MPAA (Motion Picture Association of America) has rated it. The unrated version you have to buy at stores because there may be things that they can't show you in the theaters, but you wont know because it's unrated, but if there is an unrated version then there probably is something they couldn't show in theaters.
Go to a different country or just be patient.
Yes, I'm sure 14 is old enough for the Scream movies. I saw the first one in theaters when I was 13.
