Yagura was probably around 20-25 when he was killed(Uknown causes). He was probably 18-20 when Zabuza tried to assassinate him.
As to why he looks so young its probably due to his Tailed beast being the Sanbi, which is a turtle and since turtles live for ages im guessing it would make him look young for a long time because he ages slower.
