I believe he is six. In the episode where he fights Flexo for Anglelina, (However you want to spell it) It shows him being made, crying, getting a cord plugged into his head, and then getting a diploma and tossing his hat off, all within mere seconds.

Eventually he ends up with Planet Express 6 years later.

By the later episodes, he is over 1000 years old because when they went back to the 1940s, he got lost there. They recovered him when they got back to 3001.
