Judging by his mane when we first see him he is about three years old in lion years, because male lioms' mane starts to grow at the age of two and is fully grown at the age of five years. His mane should've grown to its full size during the movie because so did Kovu's who was much younger in the beginning. So that must have been the animator's mistake.

The answer to your question is left to fanfiction which states her name is Dotty, an Outsider lioness, but this is fanfiction and has not been made official by Disney nor its filmmakers.
