All of the Chucky movies are rated R, including the original (Child's Play 1988), so you'd have to be 17 to see them in a theater without an adult. I don't think there are any laws preventing people under 17 from buying or renting R rated movies, though. Some video stores might have their own policies against renting/selling R movies to people under 17, but as far as I know, there are no laws preventing it.
You certainly do not have to be 17 to purchase an R movie online, if for no other reason than that a website has no way of knowing how old you are.
That depends on what it's rated. If it is rated R then you have to be 17, unless an adult buys your ticket and sees the film with you.
Scream is rated R that means you have to be 17+
The age limit for Horror movies really depends on the movie itself. The advisable age, however, is thirteen and above, with parental guidance. Enjoy your movie!

You may be thinking of The Ring, or Scream. It may also be One Missed Call. If so, be sure to rent the original Japanese version of this movie, because the American version is godawful.
Scream was released first in 1996. Scary Movie is a parody of Scream. It was released in 2000.
