If you have the TM Night Shade, you should teach it to Misdreavus. Really, it is a judgment call depending on your Misdreavus' moves before evolving.
The easiest way to stop the evolution is to go underground and dig until you find an everstone. If you make the buizel hold the everstone and when he gains a level he will not evolve. The other way is to just hit B when he is evolving.

If you stop a Pokemon from evolving, it`ll try to evolve every level after that unless it`s holding an everstone.

There is not such game as "Pokemon indigo", but to stop any Pokemon from evolving, you either give it an everstone or just press b a few times.
In the third generation Pokemon games, Haunter learns Mean Look at level 13. Because it doesn't evolve into Haunter from Ghastly until level 25, it is recommended for the player to catch or raise a Ghastly that knows Mean Look at level 13 before evolving it into a Haunter.
