However, their lives are incomplete, because they are deprived of nearly all sensation, including color. So, in a way, they are not living to their fullest potential.

They are both utopian communities. Utopian communities are founded by people who disagree with the way their previous society runs itself and/or it's people. The people run away and start another community based on their belief/beliefs on the way a community should be ran.
The community in "The Giver" restricts their people from feeling in order to maintain control and prevent individuals from experiencing negative emotions or making choices based on those emotions. This control ultimately serves to keep the community functioning smoothly and in accordance with the leaders' vision of a utopian society.
