∙ 13y agoIt is in snowpoint city. Go up through mount coronet. It is a hard journey so pack some repels and avoid trainers if you want to get there quickly! You must know HM strength to get there. Once out of mount coronet, you will go on a long journey with LOTS of snow. You can also find the HM Rock Climb in the snowy field next to a house in the middle of nowhere. The gym leader Candice uses Ice-Type Pokemon so use a fire type Pokemon to win. :)
