If a 1999 Mercury Cougar acts like it is going to cut off when it comes to a stop does it need a tune-up?

Another person asked a similar question about the same year and model car. The answer was that there is a factory recall on your fuel pump, and need to go to a dealer to get it replaced. They don't charge to replace items that have been factory recalled.
it is either that or it could be the throttle position sensor

The fuel pump on a mercury cougar is in the fuel tank. You are going to have to remove the fuel tank, take the lock ring off of the tank, and then pull the pump assembly out.

check the recalls there is something in there about the throttle positioning cable that was manufactured with a burr on the end of the cable... try that they will replace it for free.

I had a Mercury Cougar with the same sound, I replaced the rear stabilizer/sway bar links. They are reasonable inexpensive and are very easy to replace providing you have some experience with working on suspension.
