Since there is no college in Sims 3 I'll assume you're talking about Sims 2.
The short answer is no. While in university a sim can't actually Try For Baby, the only way that would be possible is if you had some kind of mod. If you do have a mod installed to allow you to do this, it's probably better for you to bring this question to that creator.
But to reiterate my answer: in the Sims 2, Young Adults attending University cannot Try For Baby. They can WooHoo but that will never result in a pregnancy.
