A terrace is generally an outdoor patio attached to a house. I suppose if your house was completely outdoors, and a bit above ground level it could be considered a terrace. However, I don't think that would qualify as a house.
The Inca needed to terrace to be able to do much farming. The slopes were too steep and the soil would erode without the terracing.
In short, yes. Spain is covered in mountains and its main form of revenue after tourism is agriculture, which without terrace farming, would be impossible in vast parts of the country
