Yes, in the UK you can keep your phone number. The process is called number porting.
You need to call your current network (Vodafone) and ask for a PAC number. Once you have your PAC number, contact O2 who will then set a date to transfer your number (usually about 7 days from the date you call them).
Please Note: Your PAC number will be valid for 30 days, if you don't transfer your phone number to another network within 30 days then your PAC will expire and you will need to obtain a new one.
There is usually no charge for transferring a number.
You cannot transfer a number if it has been disconnected or is still in a minimum term pay monthly contract.
Once you have transferred your number, the old sim/line will be disconnected (if you are on pay as you go then make sure you use up all your credit as it will not be carried over to your new network).

Depending on whether you have used enough credit, you might be able to switch and keep your number. But you would have to use the credit before you switch. Vodafone already have your money, they owe you the time/texts. O2 wouldn't give you time/text for nothing, and Vodafone won't send them any money. Call into a Vodafone shop and ask, or check online.

Most if not all phone carrier will allow you to port your number over to another phone carrier. You just need to request a PUC code from them in order to take your number to another carrier. Vodafone, O2, T-mobile, Orange and many more all offer this service.
