The Character, I seem to recall ( i saw the film ONCE and hated it) was a relative of Mary"s not berts. Uncle Albert. He was played by famous comedian Ed Wynn, once known as the Texaco Fire chief, and earlier the Perfect Fool. the tag-line song was I love to laugh- Ha ha haha. which was, of course, a specialty novelty song, not chart-burning material.

How does water sink and float?

Water sinks or floats in other liquids based on their relative densities. If an object is denser than water, it will sink. If it is less dense, it will float. This is due to the principle of buoyancy, where the upward force exerted by a fluid opposes the weight of the object, determining whether it sinks or floats.

A substance floats or sinks in another because of its relative?

density. If the substance is less dense than the liquid it is placed in, it will float. If the substance is more dense than the liquid, it will sink.
