Well Lucy probably infected the person who gave birth to Nana, so in that sense sure.
It is probable, most of the pure diclonius born in that area were captured and killed, somehow Lucy managed to escape that and caused an outbreak of silpelits. Unless Nana was brought to the area from another region, it is possible that Lucy infected Nana's parents. But their was more than one diclonius in that area(Not at the time) and they were born all over the world fairly frequently(But not enough so that the different governments and labs couldn't find them and kill them when they were born!)
