I would imagine they were in England somewhere. The Bad Guys are from Vulgaria- a takeoff on Bulgaria. There is a character in the film called a Child Catcher- I cannot think of an analogous character in other films- though Boogie men are something else. The whole plot is way out and fantastic. If juveniles are forbidden in Vulgaria, how does the society keep going? How naive did Mr. Fleming ( his only juvenile work_) think kids were. Did the Vulgarians get replacement stock from Vending Machines? this was in the teens so cloning was unknown. way out in Left Field.
