In the movie No Country for Old Men why is Anton Chigurh wearing handcuffs in the beginning?

This relates to a scene that was only within the novel.
Prior to being arrested by that cop, Anton had been casually eating at a diner. Within the diner some men at a nearby table/bar kept mentioning something to him, presumably offensive or in a taunting manner. Anton never paid them any attention. Then as he went to the cashier to pay for his food one of the men mentioned something again, and as Anton opened the door to exit he finally looked at them and motioned his head as if he wanted to meet them outside. When the three men went out to meet him, one of the men approached him and before the other two realized it that man was already dead. They later said it had looked like Anton had given the guy a quick chokehold, but they weren't sure as it happened so quickly. Anton casually left the remaining men in the parking lot and drove away, but some time later it's presumed that the two men dialed the police, described how he looked and the car he drove, and that's when this cop had pulled him over.
Anton himself detailed this scene as he was talking to Carson right before he killed him. He said that he let the cop take him into custody because Anton wanted to prove something to himself: how one's willpower can overcome anything. He wanted to test this by letting the cop handcuff him and take him to the police station, to see if he can by sheer willpower escape this scenario.
