The short answer is no. You are a minor until the age of 18, which means that your parents have the authority to decide where you can/can't live. In Wisconsin you can't even ask the court for an order of emancipation. Not every state has emancipation laws, and WI is one that doesn't. If you leave home without your parents permission then they can have you picked by the authorities. Plus, most states have laws about 'enticing a minor' 'contributing to the delinquency of minor' or something to that effect. Which means that your boyfriend (who is an adult) could be facing some type of criminal charges, especially if your parents scream loudly enough about it. Just to throw this into the mix too--the age of sexual consent in WI is 18, so if you're having sex with him (and I'm not implying that you are) then he's breaking another law. Do you really want to take the chance of getting this man into legal trouble?
without parental consent-18 , with parental consent, depends what state you live in. each is different.
If the minor is in public they are fair game.

No, you cannot.Under Wisconsin law, if you are under the age of sixteen, you are only permitted to have an ear piercing with parental consent.Once you reach the age of 16, you may get any kind of piercing as long as you have parental consent.
I doubt it. But even if that is legal, it's really bad idea. If you are under 18, parental consent is required.
