Babylonia never gained it position through wars of conquest. It more or less grew naturally when in the early days of civilization, villages grew into cities and cities co-operated and grew into lager units. Further unification came when in times of (usually defensive) wars these united again further when local kings who had proven themselves as succesful generals, managed to retain their position as overlord of this enlarged cluster of city-States. Its power in the eyes of outsiders grew as it showed itself effective in beating back any attempts of other tribes to invade and in chasing out any tribes who had temporarily succeeded.
