Like most characters in comics in 1939, he did at first, but after a comic in which he shot giant mutants to death (in Batman#1, 1940), the DC staff decided Batman should never kill or carry a gun (he uses guns sometimes if he comes across one, but never brings ag un on a mission). After being revised in 1964, Batman would never kill and usually neither would his villains (it was all heavily censored). The censorship was eased in the 70s. very recently Batman did kill and use a gun, but it wasn't a simple retcon or editorial mistake, it was a decision made in Batman's mind to make an exception.
