No, it isn't in many ways. Movie script writers always change things because a good book plot and dialogue do not always make a good movie script. In this particular case Joseph Heller's stylistic approach and plot development in the book was particularly ill-suited for a movie. But the movie is based on the book and follows its main story line. Heller approved of the changes and even admired the way in which the dialogue had been adapted.
