Previous legal systems were by whim of the appropriate authority.

Hammurabi codified, or standardized, criminal laws, punishments for breeches and contract laws, including social contracts like marriage

The alternative is 'crumbs from the table of the mighty', which leads to inconsistent rulings on breeches of criminal or social mores. It is the germinal seed of the common law, rule by precedent law we enjoy in Canada, the US and the UK

The Hammurabi code is one of the oldest law codes in history. However, it is extremely harsh. Many laws have derived from the code of hammurabi, but they are far less harsh.
