There are many rumors that they are making a new one. Since the story left behind questions and we don't know what the data disc that Sam took is, It is very likely. There are some rumors that it will be about the legacy of Dillinger and his son.
Tron Legacy was technically the second Tron film. But as to a movie after Tron legacy, there will most likely be one, if the film can generate enough revenue. I hope to see one, but there is no talks yet about a "3rd" film.
I don't know if there's an official poll for it but in my honest opinion the by far coolest Disney movie of all time was TRON. The Dude abides and Boxleitner was the perfect hero! The only problem with the sequel was that Tron was a bad guy and, besides a fuzzy flashback, we never got to see the heroic Tron in action.
There were no movies released by Disney in 1982 that had a four word title. The only movies released by Disney that year were Tron and Tex.

It is a Disney Movie; but, will be shown on cinemas, at least, for now. They'll probably air it on TV sometime later.
