English is the first-taught second language in France.
It depends on where you are. In areas that are heavily populated by tourists it's possible to find many people who speak at least some English. The center of Paris, major WW2 sites such as Normandy, and so on, will have many English speakers.
However once you get out into the countryside or away from a major city you're less likely to find anyone who knows a significant amount of English.
In any case when travelling it's simply a matter of ordinary courtesy to learn some basic phrases in the local language. A few things like bonjour, comment-ça-va?, ou est ... , merci, combien ... and so on will work wonders.
However, if you are travelling in France, never assume that English will be spoken. Make the attempt to speak French first, and they will help you with whatever English they have. But if you start off by addressing them in English, in their own country, they will be displeased and quite possibly rude. Just as you would be, if a foreigner expected you to speak his language, in your country.
