No, he certainly isn't! He's an ordinary mortal human being, albeit a very highly-trained and senior-ranking secret agent.

James Bond is a completely different genre from Dr.Who- Dr.Who is Science Fiction, whereas the James Bond stories are espionage thrillers that are meant to be set in the real world (although granted, some of the gadgets that Bond uses, as well as some of the villains he encounters and their secret headquarters, are bordering on sci-fi and could never really exist in reality).
