At this stage, it doesn't look like he'll be appearing. Korra is set around 70 years after the war, so it would make sense for him to be deceased. However, no concrete evidence has been supplied at this stage.
Sokka may appear in flashbacks, but during the first episode, Katara stated that her brother had died.

∙ 12y agoToph and Sokka I'm not sure. Katara is in fact still alive because I saw part of the first episode on this one website and she looks like gran-gran. Zuko on the other hand, I'm not sure, but, from what I've heard, he will be in a flashback episode about him or a relative of his called "Skeletons in the Closet". Aang will not be because the avatar has to die before he or she is reincarnated, he does have a statue though.
