if the horse is under a year old you should not ride it because its knees are not completely clamped together and if you ride at a young age and hurt its knees you will never be able to ride it again.
no the answer is no a 14 hand pony( anything under 15 hands is a pony) is not to small for a five foot tall person. the question is is it strong enough?
so if the pony is young or not strong or under weight save time and money don't ride it

it depends on how tall th eperson they are and how able they are. if they are tall then a taller horse, if they are small a smaller one. also weight plays a part to. heavier people need stronger horses.
A horse can get to be 18 hands high is what I estimate and Ir am an expert horse person. :)
