As difficult as it may be to understand the general criteria used when incidents are brought to the attention of investigators is; "Can this child take care of themselves?" and "Was the child left in a dangerous or unsuitable environment?" States that have "home alone" laws have made them so vague and difficult to enforce that the reality is, a child of any age can be left at home for any length of time and it is not against the law unless (until) the child is injured or worse.

There is no legal minimum age in California. So yes, it is legal.
If you mean a legal resident alien, yes. If you mean a legal resident of Arizona, yes. If you mean a legal resident of another state- THAT depends on which gun. You may purchase a rifle or shotgun from a dealer in any state (unless you reside in CA) but you may only purchase a handgun in your home state.

You will be considered a resident of the state of California as long as you live in the state. If you sell your home and move to another in the state, you will still be a resident.
For a rifle or shotgun, in MOST states, yes, but only if you buy from a licensed DEALER (California does not permit it's residents to buy in other states) A HANDGUN may only be purchased in your state of residence.
