No kissin' Kate Barlow is perfectly fine. Even though MURDER is a sin it was against something that she could not hold with in her anger. She would let out her anger upon every guy she met. She would kill and kiss. Killing and kissin' was her little thing to help her remember that she kissed Sam and she never wanted to forget that moment. She was angry at the chief for saying that she was kissed by a black man but in return she said"i kissed him back" she remembers that and says the next day to the chief :do you still want that kiss" the shot him and kissed him.
Kissing Kate Barlow is not related to anyone else in the story. She was, however, as told in flashbacks, a teacher who fell in love with a black man who was killed because they were seen kissing. That is one of the reasons she became an outlaw and chose the name Kissing Kate Barlow.
It IS revealed toward the end of the story that the Warden was a descendant of the Walkers, the couple who tormented Kate Barlow until her death.
