When she is first introduced, she is not really physically attractive, unless you happen to have a fetish for rather overweight women. When you see her again with Buggy the Clown (when the characters reach Loguetown), she reveals to have eaten a devil fruit. This devil fruit had made her a lot skinnier, and has gotten rid of her blemishes. So, yes, she looks hot after volume 12, I believe that's the one.
In the beginning, not a chance, but after she eats the devil fruit, as the person before me said, she does become a lot skinnier and a lot less "gross", still though, men in the anime/manga still do gawk over her, but not as much as Boa Hancock I would think.
