The intent is good, but as with all good intentions sometimes bad things can happen.

What happens is that the 'free' cloths are sold at a price cheaper than the local manufacturers can make them. This puts the local manufacturers out of business and the economies of the countries go wrong.

Charity should only be given in a time of crisis (eg a flood or earthquake) and should stop when the crisis is over.

Good works should then shift towards aiding the local people to be self sufficient and resilient not in making them dependent on charity.

Thus all in all sending clothes to Africa is indeed a bad thing as it creates more dependency.
