The best use of Sludmas and Magcargos are keeping them in your party to decrease the hatching time of eggs. I am a strong believer that a Pokemon is as strong as the person who raises it. There are very few exceptions to that rule. Porygons, Magikarps, Paras, Krabbys and some other are not good unless evolved. So evolve those weak Pokemon to see some improvement. Good Luck!
