Yes, you need to format the drive to FAT32 for the PS3 to recognize it. I used this program,

Its very easy to use, load the program once installed, and choose which drive you want formatted, and select FAT 32, and your computer will restart a few times, once Windows loads up again, your drive should be formatted.
Once that is done, open the drive and create folders, title them VIDEO, MUSIC, GAME, PICTURE and PS3, all in CAPS. Then move all your video files to the VIDEO folder, and your music to the MUSIC folder, ect. Plug it in to your PS3 and it should work, I just bought one for this reason and it works perfect.
