No. The Battle of Troy was not Fiction. There really was a Battle of Troy. The City of Troy was really destroyed. Archaeologists have discovered its ruins. Now, we have no idea how much of the story of the battle as retold in the Iliad and Odyssey was fiction. We do not know if the walls were breached by using a wooden horse or some other means. We do not know if the battle took 10 years. All we know for sure is that the city of Troy was destroyed by warfare.

The film Troy is based on Homer's "Iliad" which is the story of the Greeks attacking Troy. The characters may or may not be fictional, but historically it is believed that many of the characters were real. The stories surrounding them are questionable considering there is no proof other than Homer's work.

Depends what kind of film your are talking about. Just like in books for example, a book like The Hunger Games would be a fiction. An autobiography of say Lincoln would be a non-fiction. Films work in the same categories as well.
