Because pretty much all cars come with a small device inside the adapter, that uses the battery power to heat up the device, allowing people to light their cigarette. A bit more info:Not too many years ago, all cars and trucks came with cigarette lighters, which were used for that purpose alone. This was before the advent of cell phones, ipods, laptops, GPS, etc., that required power from the car battery. As the use of electronics has become so common, the cigarette lighters have been changed to be used more for that purpose than lighting cigarettes.

Check the fuse. If you use a phone charger or any other aux device in the cigarette lighter most likely blew it.
Bad contact somewhere in the cigarette lighter. Check the circuit with a continuity checker device.
