Nope. Auckland has buses, mostly, which are frequent and reasonably cheap. There are taxis also (not so cheap because Auckland is physically a very wide city). From Auckland you can catch a plane, a train or a bus to other places. The cheapest and easiest way to get from the Airport to the central city is to catch the Bus (about $10-15US i think).
Probably renting a cheap car or van is the best way to get around New Zealand, but beware, the roads are good quality but conditions can be wild and varied. It is very easy to come around a bend and find a cow, or rocks, or ice, or idiots.
Avoid motorcycles in NZ. I have the Xrays to prove that.
