Yes by migrating it from one of the other games all you have to do is this
1. put in the game you want the Pokemon from.
2. turn on the ds and go to Pokemon whatever you have
3. when you get to the continue or new game screen go down to migrate from whatever game and press yes twice and get the Pokemon from the game

if you have a Nintendo dsi you will not be able to do this as the dsi does not have a gba slot... once you have beaten the elite 4 and received the national dex make ur way to the route you will have to travel by sea over below sandgem town. you will find the PalPark there and be able to do a one-way trade from any GBA Pokemon to and NDS Pokemon provided u have access to PalPark and have the GBA game inserted once u've done this, open up GBA Pokemon and put 6 Pokemon (maximum per day) in the box u wanna migrate save and reset the ds. turn on ur NDS Pokemon and when the game loads go to "migrate from Pokemon (GBA) and u will choose 6 Pokemon to migrate. u will then be able to catch those exact Pokemon in PalPark once successfully migrated. note you cannot trade the opposite way: from NDS => GBA

NO, there is currently no way that I know of. Trust me, I looked, there is currently only 1 GBA emulator and for that you need a DSi with the itouch flash cart
i don't thikn you can trade in an emulator. I don't have an emulator but im quite sure you actually need two ds. an alternative way is to get action replay and just find a code to get groudon or any other pokemon you want. its not like I do that though. but if you're desperate that would be your only other choice.
