I do not think that there is a cheat to get all of the Pokemon without your Pokedex being complete. I know of several Pokemodifier codes that can get you whatever Pokemon you want, and some codes that give you an automatically filled Pokedex. However, I do not believe that there is a code in existence like the one that is described above.
