First you have to have the Operation: Anchorage DLC for fallout 3. then you have to complete the simulation in-game. Then the sword should be in the armory at the end of the DLC as a reward.

buy all dlc's for oblivion and then buy fallout 3 and buy all the dlc's for it (just kidding u cant get to level 100 the max lvl is 50 but u should buy the dlc's and fallout its awsome)
I personally recommend Fallout 3 to any other Fallout game. Fallout 3 has a more organized and in my opinion interesting storyline. And you. And you can also keep the game going after you beat the main quest on Fallout 3 if you buy the DLC "Broken Steel."
