If Stewie was 13, then Meg and Chris would have left the house to make it all seem correct, Brian would be dead or close to his end, and the show would be mainly revolving around a really boring plot and only a few main characters. Keeping Stewie the same age ensures an interesting show for the audience. It is confusing why he hasn't aged but it's a cartoon, and they're still wearing the same clothes day after day after day after day after day after day after day...
