This boulder is probarly a boulder you need the HM strenght for, which eenables a pokemon to move bulders.
To get Feebas you have to go to mount coronet to where you get a lake, surf on the lake and go to the top right corner. You then fish twice in the corner and then move along. Feebas will eventually appear but it may take a long time! Hope this helps! Pokemon Platinum Guider

You get out of Mount Coronet and you see snow. You just have to keep going up on a certain pathway. It all leads up to Snowpoint city. You'll have to get there to fight Candice, get the move rock climb... and I won't tell you the rest or it'd be a SPOILER ALERT!

You can't. You have to go out of the cave and enter in the cave on top of this one by using rock climb.
You can move that boulder by using the hidden move strength.
