He established a new legal code. He modernized Paris. Religious Freedom was guaranteed. He created a stronger centralized government Education systems in France changed. Four grades of school were set up; primary, secondary, lycées (schools run on military lines) and technical schools. Peasants; Napoleon made sure that they could keep their land by eradicating Feudalism not to mention defeating the Austrians, Russians, Prussians & so on....

No country in Europe benefitted from French rule in the Napoleonic era. They were either forced into unwilling alliance by military intimidation, or had their rulers forcibly deposed and replaced by members of Napoleon's family, who had no right to these thrones, and certainly were no better as rulers.

Louis XVIII took over. Under the Bourbon Restoration the monarchy regained power from April 1814 until 1830 when the July Revolution threw the monarchy out again. (in care you were curious Charles X was the king deposed during the July Revolution as Louis XVIII died in 1924)

There was also the 100 days in 1815 when Napoleon I had returned to power briefly.
