In Mt. Correnet, on the way to snowpoint city, you will see a lake inside. Go on that lake and use the Super Rod (Obtainable after beating Pokemon League) and it's on 4 random tiles. Tiles change daily. If your in the same group as someone else, they will find it on the same tiles.
Feebas apears in mt. Corrinant. They can be found on a few random water tiles that change every day. If you mix records with a friend, the tiles febas is found on will match your friends, which makes it easyer to find him.
