There are no changing tiles that's in ruby,sapphire,Emerald.
In Pearl you just have to fish with the super rod, and be extremely patient, in the Mt coronet basement
Feebas is very rare and is about lv 20, it only knows tackle and that's all it learns till you eveolve it into milotic
just be patient, and fish a lot
