Ignoring cheats and trading from others, the only way to get a Lucky Egg in Platinum is from a wild Chansey, which have a 5% chance of holding one. I'd recommend a Pokémon with the move Covet, which can steal items, or Thief, which does the same with 50% reliability, or, well, catching lots of Chanseys.
Given that they are rare, it's still not easy. They show up on Routes 209 and 210.
